Carol Whitmore’s experience in local politics have spanned over 20 years in Manatee County. She had demonstrated leadership as a Holmes Beach City Commissioner from 1991-1998. In 1998 Commissioner Carol Whitmore was elected Mayor of Holmes Beach where she served for 8 ½ years.

As Mayor she was instrumental in getting the Island Trolley to Anna Maria Island which proved to be the most successful new transit system in the State. Anna Maria was used as a transit model for other new projects throughout the state. As Mayor, Commissioner Whitmore was responsible of day to day operations of the City. She opened a new City Hall, which was paid for in one year. Commissioner Whitmore assisted in writing the grant from Preservation 2000 and administrating the grant per State rules.

Commissioner Whitmore worked in smoothing relationships between the County and Cities. Since being elected as County Commissioner, Carol has continued working with all the Cities, and communities of Parrish, Rubonia, Ellenton, Duette, Myakka and Lakewood Ranch to keep the lines of communication open. Outreached into Communities by attending neighborhood meetings, events and visiting with citizens to learn their issues. Carol reads her emails and responds to them personally, not by a pancake response that had been the norm. Carol returns all calls personally, not just at election time.
